鉄鋼とアルミニウムの輸入制限問題、大統領のつぶやき

鉄鋼とアルミの輸入関税は3月15日に発動される。

大統領によると、今回の命令は、いくつかの国を除外するようになっており、国ごとに税率を変えたり、適切と思う国をリストに加えたり、リストから除外する権限を大統領に与えている。

トランプ大統領は3月8日午後、鉄鋼とアルミニウムに輸入制限の発動を命じる文書に署名したが、その前に、「真の友人で、貿易と軍事で米をフェアに扱う国は弾力的に扱う」と呟いた。

We have to protect & build our Steel and Aluminum Industries while at the same time showing great flexibility and cooperation toward those that are real friends and treat us fairly on both trade and the military.

カナダとメキシコ：発表では、鉄鋼とアルミについての大統領の懸念を晴らす変化を話し合うまでペンディングとし、除外の期限はつけていない。

3月5日の呟きでは、NAFTA問題の解決を条件にするとした。（その後、報道官は「安全保障に基づく」とした。）

We have large trade deficits with Mexico and Canada. NAFTA, which is under renegotiation right now, has been a bad deal for U.S.A. Massive relocation of companies & jobs.

Tariffs on Steel and Aluminum will only come off if new & fair NAFTA agreement is signed.

Also, Canada must treat our farmers much better. Highly restrictive.
Mexico must do much more on stopping drugs from pouring into the U.S. They have not done what needs to be done. Millions of people addicted and dying.

豪州については、適用除外を匂わせていたが、訪米中のMalcolm Turnbull 豪首相と会談し、適用除外を検討するとした。
米国は対豪で貿易黒字である。（2017年　輸出 246億ドル、輸入 101億ドル、収支 145億ドル黒字）
