ダウは11月13日、“Dow Energy Plan for America” を発表、物価の安定、経済の強化、安全保障の強化、環境浄化、米国製造業の活性化のため、大胆な、総括的な、超党派のエネルギー政策をとることを要請した。
Andrew Liveris CEO は、「新しい政府、議会は米国のエネルギー対策であらゆるオプションを含む計画を実行する必要がある」と述べた。
ダウでは、包括エネルギー政策は次の８つのゴールの達成が必要としている。
・積極的なエネルギー効率、エネルギー節約の奨励
・より多くの再生可能エネルギーを市場に
・商業ベースの代替エネルギーを優先
・国内の石油・ガス生産促進
・石炭の炭素利用率（carbon efficiency）の最適化
・カーボン捕獲・貯蔵の可能性の追求
・原子力発電の促進
・エネルギー政策と温暖化対策の関係の認識
