中国、輸出管理法の対象品目第一弾を発表

中国商務部は12月2日、国家安全に関わる物品や技術の輸出を制限する輸出管理法を巡り、規制対象となる品目の一部を発表した。

中国の全国人民代表大会常務委員会は10月17日、ハイテク製品の輸出管理を強化する輸出管理法案を可決、同法が成立した。
国家の安全を損ねると判断した海外企業をリスト化し、輸出を禁止できるようにする。

12月1日に施行されたが、規制対象品目など詳細が発表されていなかった。

今回、輸入規制対象品目、輸出規制対象品目の第一弾が発表された。輸出入規制品目として「暗号技術」が発表された。

システムや機器・部品で、ICチップ、暗号化機器、暗号化VPN機器、管理製品、特殊暗号化機器、量子暗号化機器、暗号分析機器などが含まれる。
また、パスワードの開発および生産機器、パスワードのテストおよび検証機器も含まれる。

2021年1月1日から施行される。

中国政府は今後も随時、対象品目を公表していくとみられているが、レアアースが対象となるのかどうか、注目されている。
