米オートバイ製造大手Harley-Davidsonは6月25日、欧州向けオートバイの生産を米国から海外に移す方針を明らかにした。これを受けてトランプ米大統領はツイッターで同社を批判した。
米国がEUなどに適用した鉄鋼・アルミニウム製品への輸入関税に対抗し、EUが農産物やオートバイを含む米製品に25％の関税措置を発動した。
欧州委員会は6月20日、報復措置の第１段階を発動すると発表した。
米国からの輸入品28億ユーロ相当に25％の関税賦課を最終承認した。対象品目はハーレーダビッドソンの二輪車やリーバイストラウスのジーンズなど。米国製のトランプカードにも10％の関税をかける。

Harley-DavidsonはEUでのコスト増に伴う値上げは実施せず、生産移転で対応する方針。
Harley-Davidsonがフランスで販売する最も安いモデルは7490ユーロ（8766ドル）で、EUの報復関税によって米国から欧州に輸出するオートバイ１台当たりのコストが平均約2200ドル増加する。
「拡大するコストを販売業者や顧客に転嫁すれば、欧州事業に即時かつ永続的な悪影響が及ぶと確信している」との認識を示した。
同社は、EUの報復関税の影響で、年末までのコストが3000万～4500万ドル増え、通年では8000万～1億ドル拡大するとの見通しを示した。
「海外移転は好ましくはないが、EUでオートバイを販売し、事業を続ける唯一のオプションだ」としている。
Harley-Davidsonは海外市場への依存度を上げており、その結果、生産の一部を移転している。同社は現在、オートバイと部品をブラジル、オーストラリア、インド、タイで生産している。インドやタイの高関税を避けるため、生産をこれらの国に移している。
欧州では昨年、4万台の新車を販売、米国に次ぐ最も重要な市場である。

米国では2017年に販売が急減した。同社は米国では４カ所で生産しているが、本年2月、生産体制の統合整理を発表した。2019年秋までにミズーリ州のカンザスシティー工場を閉鎖し、生産をペンシルベニア州のヨーク工場に移管する。
トランプ大統領は就任直後の2017年2月2日、ホワイトハウスに並べられた5台のHarley-Davidsonのバイクの前で「選挙中はバイク乗りたちがずっと私を追い掛けてくれた」と目を輝かせた。その後の同社幹部との昼食会で「Harley-Davidsonは米国の象徴だ」と称賛した。
しかし、この称賛は同社にとっては有難迷惑で、Harley-DavidsonのCEOは環太平洋経済連携協定（TPP）加盟を訴え、公然とロビー活動を行っていた。同社はTPP離脱を受け、タイ東部ラヨーン県の工業団地に工場の建設を決めた。米国から輸入した部品の組み立て工場で、2018年後半の操業開始を予定している。
今回のHarley-Davidsonの生産の海外移転の報を聞いて、大統領はツイッターで驚きを示した。
全ての企業の中でHarley-Davidsonが最初に白旗を振るとは驚きだ。同社のために最大の努力をしてきたが、最終的に欧州への販売で同社は関税を支払わないことになる。
税金はHarley-Davidsonの言い訳に過ぎない、忍耐強くあるべきだ。Make America Great Again。

関税は言い訳に過ぎない。
Early this year Harley-Davidson said they would move much of their plant operations in Kansas City to Thailand. That was long before Tariffs were announced.
Hence, they were just using Tariffs/Trade War as an excuse. Shows how unbalanced & unfair trade is, but we will fix it.....米国は他国が長年不当にも米国に課してきた関税と貿易障害を取り除こうとしている。
