内部告発書は、トランプ大統領がウクライナを米大統領選に介入させようとしたと指摘。「米国の国家安全保障への脅威」との懸念を表明し、「緊急を要する懸案」に当たるとした。 内部告発者の身元は明かされていない。
情報当局者は監察官に内部告発した。米連邦法は監察官が告発内容について「緊急の懸念だ」などと判断した場合には議会に対して7日以内に報告する義務がある。監察官は告発内容が議会報告に値すると判断している。
しかし、国家情報長官代行が内部告発の内容について報告を拒否した。
民主党のペロシ下院議長は報告拒否を「法律違反だ」と断じ、最終責任はTrump大統領にあるとしている。
トランプ大統領やホワイトハウスは、内部告発者は党利党略のために動く民主党支持者だと反論していたが、26日の下院情報委員会の公聴会でマグワイヤ国家情報長官代行が宣誓証言し、その中で、内部告発者は「誠実に行動」し、「正しいことをした」と述べた。
長官代行は証言で、自身のデスクに置かれた告発書が「前例のないもの」だったとし、伏せる必要のある大統領の保護された会話に関わるかどうか見極めるため、議会には送付せずホワイトハウスの法律顧問らと協議したと述べた。また、告発内容が本当に議会送付が法律上必要とされるものに当たるかどうか司法省にも助言を求め、犯罪捜査当局に送ったことも明らかにし、「誰からも指示を受けなかった」と付け加えた。
内部告発書の主な要点は以下の通り。

In the course of my official duties, I have received information from multiple U.S. Government officials that the President of the United States is using the power of his office to solicit interference from a foreign country in the 2020 U.S. election.

This interference includes, among other things, pressuring a foreign country to investigate one of the President's main domestic political rivals.

The President' s personal lawyer, Mr. Rudolph Giuliani, is a central figure in this effort. Attorney General Barr appears to be involved as well.

I am deeply concerned that the actions described below constitute "a serious or flagrant problem, abuse, or violation of law or Executive Order" that "does not include differences of opinions concerning public policy matters," consistent with the definition of an"urgent concern" in 50 U.S.C. §3033(k)(5)(G). I am therefore fulfilling my duty to report this information, through proper legal channels, to the relevant authorities.
I am also concerned that these actions pose risks to U.S. national security and undermine the U.S. Government's efforts to deter and counter foreign interference in U.S. elections.

According to the White House officials who had direct knowledge of the call, the President pressured Mr. Zelenskyy to, inter alia: initiate or continue an investigation into the activities of former Vice President Joseph Biden and his son, Hunter Biden
The Ukrainian side was the first to publicly acknowledge the phone call. On the evening of 25 July, a readout was posted on the website of the Ukrainian President that contained the following line:
"Donald Trump expressed his conviction that the new Ukrainian government will be able to quickly improve Ukraine's image and complete the investigation of corruption cases that have held back cooperation between Ukraine and the United States."

In the days following the phone call, I learned from multiple U.S. officials that senior White House officials had intervened to "lock down" all records of the phone call, especially the official word-for-word transcript of the call that was produced -- as is customary -- by the White House Situation Room.
This set of actions underscored to me that White House officials understood the gravity of what had transpired in the call.
